Last week, officials at the San Gabriel Mountains National Monument in Los Angeles County released a management plan, four years after President Obama created the monument. The regulations bar new oil, gas, and mining development and forbid camping in important ecological zones like the East and North Forks of the San Gabriel River and Aliso Creek Canyon.
