VAST, the Vermont Association of Snow Travelers, has one less hurdle in their plans to create a 93-mile, multi-use and multi-season trail from St. Johnsbury to Swanton. In a deal with the Vermont Natural Resource Board, the trail will not be subject to Act 250 land-use rules, which tend to slow down development.
