Gov. Cuomo’s Executive Budget proposal includes big money for environmental initiatives, including keeping a $2.5 billion water quality program and $300 million for the Environmental Protection Fund, plus the continuation of outdoors access projects and tax reform to help private forest owners sustainably manage their land.
