Cody Flom died of heat exposure on July 22, 2016, but the Maricopa County Attorney’s Office recently decided not to pursue criminal charges. Flom, 12, was hiking on a mountain trail in north Phoenix with his mother’s boyfriend and collapsed when temperatures hit 110 degrees, but prosecutors have determined they cannot prove a felony offense beyond a reasonable doubt.
