I am considering retrofitting my old Kelty external frame backpack with new shoulder straps. Should I also replace the hipbelt?

Absolutely. Not doing so would be like repainting your house, but not doing the attached garage. Kelty has a great warranty and repair department and they love to keep old Kelty gear in circulation.
