Proposal 3, an amendment that creates a land bank of up to 250 acres for municipalities to take on infrastructure projects in state preserves in the Adirondacks and Catskills, narrowly passed Tuesday. The measure will make it easier for towns to improve bridges and roads, add bike lanes, and install utility lines in areas previously protected by the state constitution. Environmental organizations such as the The Nature Conservancy in New York and the New York League of Conservation Voters cheered the passage.
