A bill that would protect and improve critical habitat for monarch butterflies passed the state Senate’s Natural Resources Committee this week, raising hopes that the iconic migrating insect could be saved from extinction. Pesticides, climate change, and urban development have contributed to a 90-percent decline in overwintering California monarchs since the ’80s.
