It's one of the biggest California water projects in decades: tunnels to deliver water from Northern California to the Southland. But agencies are unclear about how to divide the estimated $17 billion cost, and the plan still has plenty of opponents. If too many water agencies say no, the tunnel project, which has been in the works for five years, might not happen.
