State Sen. Mike McGuire's bill to create a Great Redwood Trail passed last week, setting the state for the transformation of a 319-mile-long old railbed into a trail winding through old-growth redwoods along the Russian and Eel Rivers. But first, the state must settle the $9-million-plus debt owed by the North Coast Railroad Authority, which maintains the railbed.
